This number, 1-866-375-9723 is very possibly "Telestar Marketing" calling on behalf of (or at least claiming to call on behalf of) Comcast, the cable company. It doesn't look like it's bill collections, but more likely sales/survey/marketing/trying to get customers to upgrade their packages, but that's a guess.
